Chart shows households with student loans
WASHINGTON (AP) ? With college enrollment growing, student debt has stretched to a record number of U.S. households ? nearly 1 in 5 ? with the biggest burdens falling on the young and poor.
The analysis by the Pew Research Center found that 22.4 million households, or 19 percent, had college debt in 2010. That is double the share in 1989, and up from 15 percent in 2007, just prior to the recession ? representing the biggest three-year increase in student debt in more than two decades.
The increase was driven by higher tuition costs as well as rising college enrollment during the economic downturn. The biggest jumps occurred in households at the two extremes of the income distribution. More well-off families are digging deeper into their pockets to pay for costly private colleges, while lower-income people in search of higher-wage jobs are enrolling in community colleges, public universities and other schools as a way to boost their resumes.
Because of the sluggish economy, fewer college students than before are able to settle into full-time careers immediately upon graduation, contributing to a jump in debt among lower-income households as the young adults take on part-time jobs or attend graduate school, according to Pew.
As a share of household income, the debt burden was the greatest for the poorest 20 percent of households, or those making less than $21,044. In all, 40 percent of U.S. households headed by someone younger than age 35 owed college debt, the highest share of any age group.
"Comparing the debt to their economic resources, the lowest-income fifth of households are the ones experiencing the greatest stresses," said Richard Fry, a senior economist at Pew who analyzed the numbers.
Noting that college enrollment has continued to climb since 2010, Fry added: "Until college enrollment peaks, I would not expect the amount of outstanding student debt to level off."
The study released Wednesday is based on the Survey of Consumer Finances, conducted every three years and sponsored by the Federal Reserve. The numbers are as of 2010, the latest available for that survey. Separate Fed data have pointed to subsequent increases in student loans since 2010 that totaled $914 billion in the April-June quarter, but don't provide demographic breakdowns on who shoulders the biggest burdens.
Both President Barack Obama and his Republican challenger in this year's election, Mitt Romney, have been seeking to court young voters with differing visions on how to address rising tuition and growing college debt. Obama wants to make tax credits for college expenses permanent and expand Pell grants for lower-earning families. Romney says that making government the direct source of federal student loans has not worked and simply drives tuition higher. He stresses the need to curb college costs.
The Pew report found that the richest 20 percent of households, or those with annual income of $97,586 or higher, owed the biggest share of outstanding student debt ? 31 percent, up from 28 percent in 2007. The poorest 20 percent of households also saw their debt grow, to 13 percent from 11 percent.
The richest households saw significant increases in per-household debt. For those with annual income of $97,586 to $146,791, college debt rose from $25,921 in 2007 to $31,989. For the richest 10 percent, making at least $146,792, college debt increased from $36,033 to $44,810.
Across all households, the average outstanding college debt increased from $23,349 to $26,682. For the poorest 20 percent of households, the average debt rose from $19,018 to $20,640.
In recent years, Americans have cut back on several other types of borrowing such as credit card use, with average household indebtedness falling from $105,297 in 2007 to $100,720 in 2010. Broken down by income levels, however, average total indebtedness for the bottom 20 percent of households by income actually rose from $17,579 in 2007 to $26,779; for the higher income groups, average indebtedness either was unchanged or declined.

Ex-Guatemalan commander linked to massacre to stand trial in U.S.
LOS ANGELES (Reuters) - A former Guatemalan Army commander suspected in a notorious massacre during the country's civil war has been ordered to stand trial in the United States on charges he lied about his past to gain U.S. citizenship, prosecutors said on Tuesday.
Jorge Sosa, who was extradited to the United States from Canada last week, was ordered held without bond during a hearing on Monday in U.S. District Court in Riverside, California, Assistant U.S. Attorney Jeannie Joseph said.
Joseph said a November 27 trial date had been set for Sosa, who has been accused of taking part in the Guatemalan civil war massacre at Dos Erres, a farming village where 250 men, women and children were brutally slain by military commandos in 1982.
U.S. prosecutors have no jurisdiction in Guatemala and have not charged Sosa, also known as Jorge Vinicio Sosa Orantes, in connection with the Dos Erres killings that are considered one of the worst atrocities in that country's bloody, 36-year civil war.
Instead, he is charged with making false statements to immigration officials to cover up his past as he sought to become a naturalized U.S. citizen in 2008. If convicted, Sosa could be sent to Guatemala after serving his U.S. sentence to face potential charges there.
Law enforcement sources say Sosa, who has been living in the Riverside area, fled to Canada when he learned he was under investigation. Riverside is about 60 miles east of Los Angeles.
An attorney for Sosa could not immediately be reached for comment. The ProPublica news service has reported that Sosa denied guilt in a recent interview from jail in Canada.
According to a U.S. federal grand jury indictment issued in September 2009, Sosa was a commanding officer of a Guatemalan Army special forces unit known as the Kaibiles that killed nearly everyone living in tiny Dos Erres, many by hitting them with a sledgehammer and dumping their bodies into a well.
Many of the women and girls of the village were raped before they were slain.
The Kaibiles unit had been dispatched to Dos Erres to find members of a guerrilla group that had ambushed a military convoy in November 1982, killing soldiers and taking their weapons.
One of two known survivors, 33-year-old Oscar Ramirez Castaneda, was granted political asylum on Monday in the United States, according to his attorneys.
Castaneda, who learned only last year that he had been abducted as a young boy by a Guatemalan army lieutenant during the massacre and raised by the man's family, was assisting prosecutors in cases against former members of the Kaibiles.
Sosa is the fourth former Kaibiles member living in the United States to be targeted by the U.S. Immigration and Customs Enforcement's Human Rights Violators and War Crimes Center. (Editing by Tim Gaynor and Philip Barbara)

Reminds me of when I got bothered to join the satanist club on campus at CSULB. 2 white guys with bad haircuts and who need to be taught how to shave bugging me while I tell them I walk the righteous path and that I will spend eternity in heaven with my lord and savior Jesus Christ.?

Army Tankers Wife: New Wellness Center at Carlisle Barracks

The Army is embracing the same concept of wellness to prevent disease ? and cut costs ? that the corporate world and other parts of government have been on to for years now, said Col. Stephanie Wilcher, director of the Dunham Army Health Clinic at Carlisle Barracks. But instead of limiting the center to the active Army soldiers who live on the post and their families, the Army is taking the big-tent approach.The midstate has a boatload of people who carry some form of military ID, besides those on active duty.
Barracks and U.S. Army War College spokeswoman Carol Kerr said an estimated 51,000 military retirees live in Pennsylvania. Several thousands call the midstate home and already depend on the post to buy their food at the commissary and everything else at the Post Exchange.
Now, the wellness center will give them more reasons to come, such as biofeedback, stress reduction and learning how to maintain a healthy lifestyle and keep the pounds off by eating and exercising right.
Wilcher said folks don?t already have to be enrolled in the military?s health care system ? known as Tricare ? or be registered with the Veterans Administration to use the center. All they need is that military ID card, and an appointment. The center won?t accept walk-ins.
Carlisle Barracks is just the third Army post in the country to get a wellness center, after Fort Bragg, N.C., and Fort Hood, Texas, where the centers opened in 2011. Center Director Cory Erhard, one of six civilians staffing the North Middleton Twp. center, said the Army plans to eventually locate wellness centers on all major active Army installations nationwide, including Fort Meade, Md. The goal is a consistent standard of wellness no matter where a soldier and his or her family is stationed, he said. The center?s outreach will extend beyond serving the ID-card carrying community outside the post. Erhard said a mobile version of the center will offer screenings and services to students at Cumberland-Perry Vocational Technical School. The school was chosen because it takes in students from a cross-section of area school districts.? Kerr said the Army picked Carlisle Barracks to be among the first posts to get a center because the Army?s future leaders are here, referring to the U.S. Army War College students who spend a year at Carlisle Barracks to prepare for assignments higher up the Pentagon ladder.
The center is a welcomed addition, in contrast to the threat the barracks and the Army War College have been living under for the past few years due to Pentagon budget cuts.? The Army Physical Fitness Institute ? similar in concept to the wellness center but not open to people outside the post ? was eliminated and three other institutes downsized. Pentagon budget-cutters proposed closing the Army Heritage and Education Center and moving it to the Washington, D.C., area, but that plan appears to have been abandoned for now and center funding remains intact. ?It?s definitely an investment in the Army War College and Carlisle Barracks,? Kerr said of the center. ?I think our future looks bright.?

SALT LAKE CITY (AP) ? In another setback for one of the world's most decorated wrestlers, Olympic gold medalist Rulon Gardner has filed for bankruptcy.
His most valuable belongings will be sold Oct. 27 by the Salt Lake City auction house Erkelens & Olson. The items include a Porsche, a Harley-Davidson motorcycle and some 40 watches.
Gardner rose to fame at the 2000 Sydney Olympics by toppling Russian Alexander Karelin, who had been unbeaten for 13 years. A year later, Gardner won the world title.
Later, Gardner nearly died after a night stranded in the Wyoming wilderness and survived a motorcycle accident and a plane crash. Last year, he weighed in at 474 pounds on the reality TV show "The Biggest Loser" before losing weight in a failed attempt to qualify for the London Olympics.

NASA sees Hurricane Lane punched in the eye

Powerful thunderstorms wrapped tightly around Hurricane Lane's center as it continued moving through the eastern Pacific Ocean. When NASA's Terra satellite passed over Lane it captured a close-up view of the storm and noticed that Lane's eye had become cloud-filled as if being punched in the eye. Nature is expected to fight Lane more and win over the next couple of days.
The Moderate Resolution Imaging Spectroradiometer (MODIS) instrument captured a close-up of Lane on Sept. 17 at 3:25 p.m. EDT when it was still a hurricane. In the image, Lane's eye appeared obscured by clouds as towering thunderstorms wrapped tightly around the center of circulation.
By Tuesday, Sept. 18 at 11 a.m. EDT, Lane weakened to a tropical storm. Lane's maximum sustained winds had fallen to 70 mph (110 kmh). It was centered about 1,170 miles (1,885 km) west of the southern tip of Baja California, near 20.1 North latitude and 127.9 West longitude. It was moving to the north near 9 mph (15 kmh) and is expected to turn to the northwest.
Those towering cloud tops surrounding Lane's entire eye had warmed on Tuesday, Sept. 18, indicating that they are not as high, and weaker.
Forecasters at the National Hurricane Center expect that Lane will be punched all over, not just "in the eye." There are two factors that are giving Lane a beating on Sept. 18 and 19, and those are cooler waters and increased wind shear. Lane is moving into an area where sea surface temperatures are colder than 22 Celsius (71.6 Fahrenheit), far below the 26.6C (80F) threshold needed for keeping a tropical cyclone alive. In addition, wind shear is forecast to increase from the southwest and pummel Lane at speeds of 25 knots (28.7 mph/46.3 kph), eventually "knocking it out." Lane is expected to become a remnant low pressure area by Wed., Sept. 19.

The blue sleeve, which partially covers the window box and allows some of the main box?s tan colored graphics to be seen, features the film?s title, Sucker Punch, and ?A Zack Snyder Film? in script. What makes this box unique is how the sleeve is held in place. The sleeve is held in place by a garter belt which wraps around the box and must be unclasped to access the figure inside. This goes along with the characters' costuming and, while a seemingly small detail, it makes a substantial difference in the way it's received by fans and collectors. Honestly, this is one of the coolest and most original packages from Hot Toys in quite some time.
Inside, the figure is held in place by a molded clear plastic tray which ensures the figure and the numerous accessories remain in pristine condition until they?re opened and taken out for display. Still no deal to end Chicago teachers strike
CHICAGO (Reuters) - Chicago public school students will stay out of class for a fifth day on Friday, after the teachers union and the nation's third-largest school district negotiated long into the night on reforms sought by Mayor Rahm Emanuel without reaching a deal.
The strike by 29,000 public school teachers and support staff, affecting 350,000 kindergarten, elementary and high school students, is the biggest private or public labor dispute in the United States in a year.
Both the Chicago school district and officials of the Chicago Teachers Union had sounded optimistic on Thursday that a deal could be reached.
But when they emerged early on Friday morning after hours of negotiations union President Karen Lewis said she did not know if schools would be open by Monday.
"We had some good conversations," Lewis said. But she declined to quantify how close the two sides were to a deal. "I'm just really tired," she said.
Lewis said the House of Delegates, a wider consultative group within the union, would meet at 2 p.m. local time Friday (3 p.m. EDT) for an update on the talks.
The union was not expected to halt the strike until agreement is reached on all the issues.
"Typically, unions don't until the whole contract is done," said teachers union attorney Robert Bloch.
Lewis, who called Emanuel a "bully" and "liar" before leading teachers on their first strike in 25 years, said there was progress on the two most vexing issues. They are using student test scores to evaluate teachers and giving more authority to local principals to hire teachers.
The union is concerned that more than a quarter of its membership could be fired because the teachers work in poor neighborhoods where students perform badly on standardized tests, which Emanuel wants to use to evaluate teachers.

Emanuel's negotiators released a copy of their latest compromise offer on teacher evaluations. The mayor would phase in the new teacher evaluation system over five years and give no more than 20 percent weight to standardized tests. Classroom observations and a survey of students would also be used.
Other unresolved issues include the role of principals in hiring teachers and what happens to teachers when a school closes and teachers face layoffs.
The union fears Emanuel plans to close scores of schools, putting unionized teachers out of work. In recent years, about 100 public schools have been closed, with officials usually citing low enrollment. At the same time, a similar number of publicly funded, non-union charter schools have opened.
About 52,000 students enrolled at those schools have not been affected by the strike this week.
Thousands of teachers and supporters held another rally in downtown Chicago on Thursday to underscore their strike resolve.
Support for the union from Chicago parents appeared to be holding up. A new poll for Capital Fax by We Ask America found 66 percent of parents with children in Chicago Public Schools supported the strike.
The majority of people who opposed the strike were either white voters or had children in private schools, Capital Fax said. Some 85 percent of students in Chicago Public Schools are either African-American or Hispanic. The poll surveyed 1,344 voting Chicago households on Wednesday.
Emanuel supporters also weighed in on Chicago media with television and radio ads calling on the union to end the strike. Democrats for Education Reform, a group backed by major financiers, hedge funds and philanthropists, ran an ad quoting from Chicago newspapers saying the union should go back to work.
The strike in Barack Obama's home city has put the U.S. president in a tough spot. Emanuel is a former top aide to Obama and the president is counting on labor unions to drum up support for his re-election on November 6. Obama's own Education Department has championed some of the reforms Emanuel is seeking.
Both sides agree Chicago schools need fixing. Chicago students consistently perform poorly on standardized math and reading tests. About 60 percent of high school students graduate, compared with 75 percent nationwide.
More than 80 percent of Chicago public school students qualify for free school lunches because they come from low-income households.
The fight does not appear to center on wages, with the school district offering an average 16 percent increase over four years and some benefit improvements.
But a major credit rating agency on Thursday warned that Chicago cannot afford the salary rises it is offering the teachers, and any deal will bust the budget.
"It's highly likely that actual salary increases will exceed budgeted salary increases," Moody's Investor Services said.
Rating agencies already have downgraded the debt rating of the school district, which means it might have to pay a higher interest rate to issue debt to finance deficits.

Seriously, if this was the American Dream, couldn't we have come up with something better?
"The Queen of Versailles" is funny, sad, infuriating, instructive. It's the American Dream inflated to ridiculous extremes, until it bursts.
More than a social morality tale, this is a character study, with the title well chosen.
"The Queen of Versailles" ought to be required viewing for anyone who blames the rich for yanking the rug out from under America's economy.
By the end, the movie has pulled off a small miracle: You become absorbed in the lives of these people for who they are and not what they own.
What I left with was not hatred. I disapprove of the values they represent, but I also find them fascinating and just slightly lovable.
Extremely funny and revealing ...
[Siegel] is now suing Greenfield for "misrepresentation". Well, I know whose side I'm on.
She epitomises a Western culture struggling to wean itself off debt.
Greenfield's film is bathed in Florida sunshine, adding to the sensation that we're watching Lifestyles of the Rich and Famous with a Marxist punchline.
Never has grotesque wealth looked so unenviable, or its removal been so entertaining, as in this garishly watchable riches-to-rags documentary ...
[Siegel] ultimately emerges as someone who belongs more in The Little House on the Prairie: ever cheerful, and triumphantly unimpeachable.
The temptation to be moralistic must have been overpowering, yet Greenfield finally manages to summon sympathy for people who at first seem vain, selfish and greedy.
Prepare to be shocked, disgusted and compelled.
In the end, these are human beings, not emblems - and it is this that makes this documentary one of the most watchable, for rich and poor alike.
A bizarre and mesmerising journey to the heart of Cloud Cuckoo Land.
It is a comedy that aspires to tragedy, and a metaphor for a nation collapsing beneath the incompatible, intolerable pressures of excess and inequity.
For all their garishness, the Siegels are pretty likable, even if attempts to make you sympathetic to their "plight" fall short.
It scores a lot of laughs at the Siegel's bad taste and odd ways of adapting to their newfound misfortune. Thankfully, Greenfield also makes the Siegels sympathetic.
If you get some kind of sick kick watching the mighty take a fall, The Queen of Versailles will be nothing short of a schadenfreudic ball.
It contains some useful information, I suppose, but I did not like these people, I hope never to meet them, and I wonder if the world wouldn't be a better place without them.

Can we feel sorry for super-filthy-rich rich people? Maybe not. But we can be fascinated by their insane spending. Lauren Greenfield gains uber-access to the excess.
Although director Lauren Greenfield documents several instances in which it's apparent that the Siegels' lifestyle is so alien from the vast majority that they might as well call Mars home, she hasn't set out to eat the rich.
