U.N. recognizes state of Palestine

UNITED NATIONS (AP) ? The United Nations voted overwhelmingly Thursday to recognize a Palestinian state, a long-sought victory for the Palestinians but an embarrassing diplomatic defeat for the United States.

The resolution upgrading the Palestinians' status to a nonmember observer state at the United Nations was approved by a more than two-thirds majority of the 193-member world body ? a vote of 138-9, with 41 abstentions.

A Palestinian flag was quickly unfurled on the floor of the General Assembly, behind the Palestinian delegation.

Real independence, however, remains an elusive dream until the Palestinians negotiate a peace deal with the Israelis, who warned that the General Assembly action will only delay a lasting solution. Israel still controls the West Bank, east Jerusalem and access to Gaza, and it accused the Palestinians of bypassing negotiations with the campaign to upgrade their U.N. status.

The United States immediately criticized the historic vote. "Today's unfortunate and counterproductive resolution places further obstacles in the path peace," U.N. Ambassador Susan Rice said.

Israeli Prime Minister Benjamin Netanyahu called the speech by Palestinian President Mahmoud Abbas to the General Assembly shortly before the vote "defamatory and venomous," saying it was "full of mendacious propaganda" against Israel.

Abbas had told the General Assembly that it was "being asked today to issue the birth certificate of Palestine." Abbas said the vote is the last chance to save the two-state solution.

After the vote, Netanyahu said the UN move violated past agreements between Israel and the Palestinians and that Israel would act accordingly, without elaborating what steps it might take.

And dramatically higher inflation, I fear. Japan has not had inflation for two decades. I suspect they will experience all that pent-up inflation in the scope of a couple of years.

Sure enough, the battle begins. Almost lost in the holiday weekend, from Reuters last week:

Japan's main opposition Liberal Democratic Party (LDP) said on Wednesday that on its return to power it would set a 2 percent inflation target with an eye to revising the law governing the Bank of Japan so as to boost cooperation between the government and the central bank...

...In its campaign platform unveiled on Wednesday, the LDP called for bold monetary easing through cooperation between the government and the central bank on debt management, but it made no mention of Abe's calls for the BOJ to buy debt to finance infrastructure projects.

The response from the Bank of Japan was swift:

But BOJ Governor Masaaki Shirakawa dismissed many of Abe's proposals, including the possible revision of the Bank of Japan law, a step critics say is aimed at clipping the central bank's independence and forcing it to print money to finance public debt that is already double the size of Japan's economy.

"Central bank independence is a system created upon bitter lessons learned from the long economic and financial history in Japan and overseas countries," Shirakawa told a news conference....

...Shirakawa was adamant the central bank would not directly underwrite government debt because bond yields would spike and hurt the economy.

"No advanced country has adopted such a policy," he said.

Shirakawa is correct. Modern central banks may have lost some control over inflation at times, but I don't think any has engaged in outright monetization of government debt. Yet despite Shirakawa's insistence to the contrary, I still think that is exactly where Japan is headed. More central bank history in the making.

Morgan may want to invest in her own security detail. Her codename could be fuck balls or the sweet fucking baby Jesus. At any rate, most reviewers agree that Jennifer Carpenter has treated us to deserving, evocative acting this season. The scene in which she comes clean to Dexter about her feelings could have been, in Richard Rys? words, a ?creepy train wreck,? but she redeemed it with her mastery of ??the hysterical rant that?s part sob, part laughter, part-I?m-so-freaked-out-I-might-puke.? It?s refreshing to see Deb get some love on the comment threads, too. Slate reader Jake B posted, ?I think Jennifer Carpenter's performance as Deb is extraordinary. She's never mentioned among the really fine actresses on cable, but she should be.? (On the other hand, HthrAlxndr calls her ?an extremely annoying character, played poorly by an irritating actress of very limited range and talent.? Oh well.)

Critics also praised the episode?s humanizing treatment of Isaac (?This has got to be the most gentlemanly mutual stalking with intent to murder ever?) and celebrated the return of the donuts! For newcomers to the show, Dexter frequently purveys both death and a delicious sugar rush in a box?but during season 7, you?d be forgiven for wondering whether all of Miami were suffering from a donut drought. Last night?s episode reintroduced the breakfast carbs, though a few jelly rolls died for the cause when Isaac opened fire through the pastry shop window. Executive producer Robert Kirkman explains at Entertainment Weekly: ?The idea that Michonne would be out there knowing about Woodbury and would be able to tell someone about it and possibly bring other people there is something that he just couldn?t allow happen.? In short: Woodbury itself is another one of the Governor?s secrets.

Meanwhile, Rick?s trippy phone calls with dead survivors raised at least one skeptical eyebrow. ?This is all a tricky conceit for a plot, and I'm not sure how well it ends up working,? writes J.J. Gould of the Atlantic. ?Could a spell of post-traumatic madness really play itself out in such an orderly, sequential, reality-approximating way as this series of phone conversations does? Maybe?" But I suppose it?s better than Rick sulking or raving like a madman (we get it: he loved Lori after all). South Carolina Episcopalians break away from U.S. church

CHARLESTON, South Carolina (Reuters) - A majority of parishes in the conservative Episcopal Diocese of South Carolina voted on Saturday to leave the U.S. Episcopal Church over disagreements on issues including the national church's ordination of gay clergy and acceptance of same-sex unions.

The South Carolina diocese is the fifth Episcopalian diocese in the United States to leave the church's national body.

The vote at a convention in Charleston followed the U.S. Episcopal Church's certification last month that South Carolina Bishop Mark J. Lawrence had abandoned the church's doctrine, discipline and worship.

"This has never been about who is welcome or not welcome in our church," Lawrence said at the convention, attended by about 200 people. "It's about what we shall tell them when they come."

But Steve Skardon, a member of a Charleston church that, contrary to the action of its statewide branch, plans to remain in the national church, said of the majority: "They want to tell gay people they're wrong."

Congregations in San Joaquin, California; Quincy, Illinois; Fort Worth, Texas; and Pittsburgh, Pennsylvania have also left the U.S. Episcopal Church in recent years.

In July, the national church approved a liturgy for clergy to use in blessing same-sex unions, including gay marriages in states where they are legal, becoming the largest U.S. religious denomination to approve such a ritual.

The U.S. Episcopal Church, part of the worldwide Anglican Communion, is the 14th-largest U.S. religious denomination, with about 2 million members, according to the National Council of Churches.

In 2003, American Episcopalians elected their first openly gay bishop, V. Gene Robinson, in New Hampshire. Five years later, disaffected conservatives declared they were founding a rival Anglican province in North America.

Theological conservatives in the Communion say the Bible condemns homosexuality, while liberals say the text is open to interpretation.

The dispute between the South Carolina bishop and the national church has been going on for several years.

On Saturday, the diocese presented a rewritten constitution that removed all references to the Episcopal Church, and declared itself an "extra-provincial" diocese with Lawrence as its bishop.

"We preceded The Episcopal Church," said Bryan Hunter, a spokesman for Saturday's convention. The Diocese of South Carolina formed in 1785 and joined other early dioceses to form the U.S. Episcopal Church in 1789, he said.

"It's similar to the Articles of Confederation," Hunter said. "The states were sovereign states before they were in the United States."

War looms over Gaza as death toll rises

GAZA (Reuters) - A Hamas rocket killed three Israelis north of the Gaza Strip on Thursday, drawing the first blood from Israel as the Palestinian death toll rose to 15 in a military showdown lurching closer to all-out war and an invasion of the enclave.

On the second day of an assault Israel said might last many days and culminate in a ground attack, its warplanes bombed targets in and around Gaza city, where tall buildings trembled.

Plumes of smoke and dust furled into a sky laced with the vapor trails of outgoing rockets.

The sudden conflict, launched by Israel with the killing of Hamas's military chief, pours oil on the fire of a Middle East already ablaze with two years of revolution and an out-of-control civil war in Syria. Palestinian allies, led by Egyptian President Mohamed Mursi, denounced the Israeli offensive.

After watching powerlessly from the sidelines of the Arab Spring, Israel has been thrust to the centre of a volatile new world in which Islamist Hamas believes that Mursi and his newly dominant Muslim Brotherhood in Egypt will be its protectors.

The Palestinian Islamist group claimed it had fired a one-tonne, Iranian-made Fajr 5 rocket at Tel Aviv in what would be a major escalation, but there was no reported impact in the Israeli metropolis 50 km (30 miles) north of the enclave.

"The Israelis must realize that this aggression is unacceptable and would only lead to instability in the region and would negatively and greatly impact the security of the region," Mursi said, although there was no immediate sign of robust action by Egypt, Israel's most powerful Arab neighbor.

The new conflict will be the biggest test yet of Mursi's commitment to Egypt's 1979 peace treaty with Israel, which the West views as the bedrock of Middle East peace.

The Muslim Brotherhood, which brought Mursi to power in an election after the downfall of autocrat Hosni Mubarak, has called for a 'Day of Rage' in Arab capitals on Friday. The Brotherhood is seen as the spiritual mentors of Hamas.

ASSASSINATION

The offensive began on Wednesday when a precision Israeli airstrike assassinated Hamas military mastermind Ahmed Al-Jaabari, and Israel shelled the enclave from land, air and sea.

The 15 killed in Gaza included Jaabari and six Hamas fighters plus eight civilians, among them a pregnant woman with twins, an 11-month old boy and three infants, according to the enclave's health ministry. Medics reported at least 130 wounded.

At Jaabari's funeral on Thursday, supporters fired guns in the air celebrating news of the Israeli deaths, to chants for Jaabari of "You have won." His corpse was borne through the streets wrapped in a bloodied white sheet. But senior Hamas figures were not in evidence, wary of Israel's warning that they are now in its crosshairs.

The Israeli army said 156 targets were hit in Gaza, 126 of them rocket launchers. It said 200 rockets had struck Israel since the start of the operation, 135 of them since midnight.

Israel's Iron Dome interceptor system has so far shot down 81 rockets headed towards residential areas, the military said.

One of those that got through caught its victims before they could reach the blast shelters that are everywhere in the Negev region, prey to sporadic Palestinian rocket attacks from Gaza for the past five years.

Israeli police said the three died when a rocket hit a four-story building in the town of Kiryat Malachi, some 25 km (15 miles) north of Gaza. They were the first Israeli fatalities of the latest conflict to hit the coastal region.

Expecting days or more of fighting and almost inevitable civilian casualties, Israeli warplanes dropped leaflets in Gaza telling residents to stay away from Hamas and other militants.

The United States condemned Hamas, shunned by the West as an obstacle to peace for its refusal to renounce violence and recognize Israel.

"There is no justification for the violence that Hamas and other terrorist organizations are employing against the people of Israel," said Mark Toner, deputy State Department spokesman.

The U.N. Security Council held an emergency meeting late on Wednesday to discuss the Israeli assault. It called for a halt to the violence, but took no action.

In France, Foreign Minister Laurent Fabious said: "It would be a catastrophe if there is an escalation in the region. Israel has the right to security but it won't achieve it through violence. The Palestinians also have the right to a state."

"GATES OF HELL"

Israel's sworn enemy Iran, which supports and arms Hamas, condemned the Israeli offensive as "organized terrorism". Lebanon's Iranian-backed Shi'ite militia Hezbollah, which has its own rockets aimed at the Jewish state, denounced strikes on Gaza as "criminal aggression", but held its fire.

Oil prices rose more than $1 as the crisis grew. Israeli shares and bonds fell, while Israel's currency rose off Wednesday's lows, when the shekel slid more than 1 percent to a two-month low against the dollar.

A second Gaza war has loomed on the horizon for months as waves of Palestinian rocket attacks and Israeli strikes grew increasingly intense and frequent. Prime Minister Benjamin Netanyahu, favored in polls to win a January 22 general election, said on Wednesday the Gaza operation could be stepped up.

His cabinet has granted authorization for the mobilization of military reserves if required to press the offensive, dubbed "Pillar of Defense" in English and "Pillar of Cloud" in Hebrew after the Israelites' divine sign of deliverance in Exodus.

Hamas has said the killing of its top commander In a precision, death-from-above airstrike, would "open the gates of hell" for Israel. It appealed to Egypt to halt the assault.

Israel has been anxious since Mubarak was toppled last year in the Arab Spring revolts that replaced secularist strongmen with elected Islamists in Egypt, Tunisia and Libya, and brought civil war to Israel's other big neighbor Syria.

Cairo recalled its ambassador from Israel on Wednesday. Israel's ambassador left Cairo on what was called a routine home visit and Israel said its embassy would stay open.

Gaza has an estimated 35,000 Palestinian fighters, no match for Israel's F-16 fighter-bombers, Apache helicopter gunships, Merkava tanks and other modern weapons systems in the hands of a conscript force of 175,000, with 450,000 in reserve.

Japan set for polls; no clear winner likely

TOKYO (AP) ? Prime Minister Yoshihiko Noda was poised to dissolve Japan's parliament Friday, setting the stage for elections next month that will likely result in a weak coalition government with differing policies on the country's economic woes, territorial disputes and other problems.

Polls show that nearly half of the electorate is undecided on which party to support but it's clear that the ruling Democrats ? in power for the last three years ? are very likely to lose. That sets the stage for Japan to get its seventh prime minister in seven years.

Media reports say the elections will be held Dec. 16.

Although the opposition Liberal Democratic Party, which led Japan for most of the post-World War II era, would win the most seats in the 480-seat lower house, it would fall far short of a majority if elections were held now, according to the polls.

With no party a clear winner, Japan will end up with a coalition government made up of parties with differing policies and priorities. This could hinder decision-making as Japan wrestles with a two-decade economic slump, cleanup from last year's nuclear disaster, growing national debt and a rapidly aging population ? not to mention a festering territorial dispute with China that is hurting business ties with its biggest trading partner.

"It's unlikely that the election will result in a clear mandate for anybody," said Koichi Nakano, a political science professor at Sophia University. "So in that sense, there's still going to be a lot of muddling through."

Japan must also decide whether it will follow through with plans to phase out nuclear power by 2040 ? a move many in the LDP oppose.

In a sudden turn of events, Noda abruptly said Wednesday in a one-on-one debate with LDP chief Shinzo Abe that he would dissolve parliament Friday if the opposition would agree to key reforms, including shrinking the size of parliament.

Abe, who said his party would go along with the measures, could get a second stab at being prime minister after his one-year stint in 2006-2007 if the LDP wins the most seats in the election.

A staunch nationalist, Abe has taken a strong stance against China in the dispute over a cluster of uninhabited islands in the East China Sea controlled by Japan but also claimed by China and Taiwan. Abe suddenly quit as prime minister in 2007, citing health problems that he says are no longer an issue.

"The day has finally come. Our battle starts today. Our mission to the people is to win this (election) battle," Abe told reporters earlier Friday.

Noda's Democratic Party of Japan won a landslide victory in 2009 elections amid high hopes for change, ousting the conservative, business-friendly LDP, which had ruled Japan nearly continuously since 1955.

But those hopes have been dashed amid widespread disgust with the DPJ's failure to keep campaign promises and the government's handling of the Fukushima nuclear crisis triggered by the March 11, 2011, earthquake and tsunami.

Voters are also unhappy with Noda's centerpiece achievement during his nearly 15 months in office: passing legislation to double the nation's 5 percent sales tax by 2015. He says the increase is necessary to meet growing social security costs as the country grays.

Recent polls show about 25-30 percent of voters back the LDP, while support for the DPJ is in the low teens. With scattered support for a few other parties, that leaves nearly half of the public undecided, meaning the outcome is still quite unclear.

"I really don't know who to vote for," said 62-year-old taxi driver Tetsuo Suzuki. "I voted for the DPJ in the last election, but they couldn't seem to get things done. I don't really want to go back to the LDP, either."

"Japan doesn't seem as perky as it used to be," he said, ticking off the economy and the territorial dispute with China as the two most pressing issues. "We want a strong leader who won't bend his principles."

Tapping into that voter dismay, outspoken leaders in the two biggest cities in Japan have decided to form their own national political parties, but they may not have enough time to get organized for the election.

The nationalistic governor of Tokyo, Shintaro Ishihara ? who stirred up the flap with China by saying the Tokyo government would buy and develop the disputed islands called Senkaku by Japan and Diaoyu by China ? resigned recently to create the Sunrise Party.

Toru Hashimoto, the brash, young mayor of Osaka, is working to draw up candidates for the newly formed Japan Restoration Party, although he said he himself will not run in the elections. Recent polls show his party has support in the 5 percent range.

The two men are in discussions, seeking a possibility to merge their parties and form a so-called "third force" to counter the LDP and DPJ, but it appears they are having difficulty reconciling some of their differing policy views, including on nuclear power.

Japan is going through a messy period of political transition with its merry-go-round of prime ministers and the emergence of various parties to challenge the long-dominant LDP, experts say.

"The era of one-party dominance is clearly over and behind us," said the professor, Nakano. "We know what we are transiting from, but we don't know where we are going."

5-inch 1080p, 440ppi Android phones coming to the U.S., blowing past iPhone 5 Retina display

HTC is showing off the Verizon Droid DNA today at the special event in New York City, and the big news -- the HUGE news -- is the size and density of their display: a 5-inch fully 1920x1080p at a positively pornographic 440ppi. HTC has always loved pushing the envelop when it comes to specs, and this is obviously no exception. Back when Apple launched the iPhone 4 with Retina display, its 960x640 at 326ppi screen was well beyond anything else on the market, and it stayed that way for a long time. Even with the iPhone 5's 1136x640, still 326ppi screen, HTC is now far, far ahead.

If Apple wants to once again take the screen density crown, and keep app compatibility the same way they did when they went to @2x pixel-doubled Retina, they'd have to switch to @4X pixel-quadrupled super-Retina. That'd be 2272x1280, and unless they increase the physical size of the display, an even more ludicrous 652ppi.

Powering a display that big for any length of time is non trivial as well. The iPad 4's 2048x1536, 264 ppi Retina display required an increase in thickness and weight and a battery that wouldn't be out of place on a laptop. The iPad mini couldn't be made with Retina display.

Here's what those displays do and would look like, both in terms of pixel count and density and physical scale (44x44 pixel grid overlay). From left to right, iPhone 5 (purple), Droid DNA (green), iPad 4 (blue), theoretical iPhone @4x (red).

HTC is using a 2020 mAH battery to power the 141 x 70.5 x 9.73 mm, 138 grams Droid DNA. Apple, by contrast, is using a 1440 mAH battery, for 123.8 mm x 58.6 mm x 7.6 mm, 112 gram iPhone 5.

Apple's priorities seem to be on making thinner, lighter, better devices, not bigger or denser ones, so this might well be a battle Apple is happy to sit out. Arguably, any increase in density beyond 300 ppi is lost on most human eyes anyway. Just like cameras, where better sensors are a smarter play than more megapixels, we might be hitting diminishing returns when it comes to displays.

Still, for people who want the biggest, densest phone screens possible, with the HTC Droid DNA on Verizon, there's a new monolith in town.

WASHINGTON (AP) ? Climate change is suddenly a hot topic again. The issue is resurfacing in talks about a possible new tax.

Superstorm Sandy, the rare and devastating Northeast storm, and an election that gave Democrats gains have put global warming back in the picture. So has the hunt for answers to a looming budget crisis.

RALEIGH, N.C. ? The state Wildlife Resources Commission is setting up a task force to look into the issues involved in the licensing of deer farming operations in North Carolina.

Commission executive director Gordon Myers said Friday the panel tabled proposed changes that would have expanded importation of deer and licensing of deer farming.

Instead, the commission will establish the task with members from the state Department of Agriculture, hunting groups, public health and other groups.

The task force will report back to the commission in May.

The Humane Society of the United States praised the decision, saying deer farming operations increase the risk of disease, including the fatal, incurable chronic wasting disease. The disease has been found in 22 states.

North Carolina has a moratorium on farms for deer and other cervids.

Crowdsourcing in action - Consumer Financial Protection Bureau

In order to make sure our work is informed by different perspectives, we gather input in many different ways.? One of the ways in which we have started to gather information is through formal independent advisory groups. Our advisory groups will meet throughout the year and during these meetings we will facilitate conversations on different topics.? Through structured conversations, the CFPB seeks to engage in constructive and productive dialogue about how we may jointly accomplish the same end ? ensure that consumers have access to quality products, up-to-date information, and improved experiences while in the financial marketplace.

Over the last two months, these advisory groups have begun to meet and offer us great insight and expertise.? On September 27, 2012, we met with the Consumer Advisory Board ? our crowd-sourced group of experts representing many different perspectives and communities ? in St. Louis.? Members offered their observations of how American consumers are getting along in the wake of the financial crisis.? You can read the transcript of this discussion or watch it on YouTube.

Last ?month at our headquarters location in Washington, D.C., we also met with the newly-formed Community Bank Advisory Council and Credit Union Advisory Council.? Each includes representatives of small-to-medium-sized community banks and credit unions from many different parts of the country: Cheyenne, WY; Mobile, AL; Mason City, IA; and Syracuse, NY, just to name a few. ?The Community Bank Advisory Council met on October 10 and the Credit Union Advisory Council met on October 11.? Each Council met all day and covered a range of issues.

After being welcomed by Director Richard Cordray and other CFPB staff, council members spent some time meeting each other, learning about each other?s institutions and local communities.? Through staff presentations, council members also learned about two of our strategic divisions: Supervision, Enforcement, and Fair Lending and Consumer Education and Engagement.? In discussions facilitated by our Research, Markets, and Regulations staff, council members also engaged in strategic discussions about how smaller institutions help to level the playing field for consumers who have difficulty managing their money and what the opportunities and challenges are in mortgage lending for small financial service institutions.

The themes that emerged during the Community Bank Advisory Council and Credit Union Advisory Council strategic discussions were:

  • Community Banks have developed deep trust and relationships in the communities they serve, and this trust is at the heart of any good banking relationship.? The Community Bank Advisory Council provided considerable detail about why small community banks retain servicing rights and how their direct and continuous contact with their customer base results in successful loss mitigation outcomes for their troubled borrowers.
  • Credit unions? not-for-profit mission and dedication to financial empowerment and financial education sets credit unions apart as trusted and reliable leaders and partners in local communities.? In a lively discussion about the role of credit unions in leveling the playing field for consumers, Credit Union Advisory Council members debated whether their role as institutions is to provide cash-crunched consumers with viable and more cost-efficient alternatives to high-interest payday loans or to provide education and services designed to help their members become less reliant on short-term small-dollar loans.
  • In discussions about the challenges and opportunities in the post-financial crisis environment, advisory council members expressed concern about the unintended consequences of regulatory and other measures which may be aimed to help consumers but to which it can be challenging for smaller financial institutions to adapt. They emphasized that smaller financial institutions like community banks and credit unions can be greatly challenged by the presence of a new regulator and that the Bureau should work to make sure that the cost of complying with new regulations is not overly burdensome on small institutions.
  • While learning about our Consumer Education and Engagement work, Community Bank and Credit Union Advisory Council members expressed great interest in and support for financial education.? Sound financial education can equip consumers so that they can make responsible choices.? Both the Credit Union and Community Bank Advisory Councils agreed that financial education should be integrated into the k-12 curriculum so that young adults enter the marketplace empowered to make smart financial choices.? Many council members? institutions are spearheading local financial education efforts ? partnering with local schools, community colleges, community organizations and churches. All expressed great interest in learning about and partnering with the CFPB to offer more education in their local communities.

Gunman kills three including self at California plant

FRESNO, California (Reuters) - A poultry processing plant employee opened fire on his co-workers on Tuesday, killing two men and injuring two other people before fatally wounding himself with a bullet to the head, authorities said.

Fresno police Lieutenant Don Gross said the shooter opened fire in a single room and that, with machinery operating, it was loud and some of those shot may not have known they were coming under fire. At least three of them were wearing ear protection to block out noise, he said.

The gunman, identified as Lawrence Jones, 42, had a criminal history and was found by officers on the sidewalk near the plant with a self-inflicted gunshot wound to the head, Police Chief Jerry Dyer told reporters. He was taken to a hospital in critical condition but was later pronounced dead.

Plant worker Salvador Diaz, 32, was shot in the head and pronounced dead at the scene, Gross said. Also killed was Manuel Verdin, 34, another worker at the plant who also was shot in the head, transported to a hospital and later died, he said.

Fresno County Coroner Dr. David Hadden said another person was saved when the shooter aimed the gun and pulled the trigger, only to discover he had run out of bullets in his four-shot revolver. The shooter later reloaded to kill himself, he said.

A 28-year-old male employee was hit in the neck and was hospitalized in critical condition, Gross said. A 32-year-old woman was shot in the buttocks, but is in stable condition, he said.

About 30 workers inside the plant are believed to have witnessed the shooting, and roughly another 30 were there but did not see what happened, Dyer said.

Dyer initially said the plant is called Apple Valley Farms, but Fresno city spokesman Michael Lukens later said the business recently changed its name to Valley Protein. The facility processes poultry, he said.

It appears Jones walked up to his victims and shot them from close range, Hadden said. The coroner called the shooter's gun an "unusual weapon" with four barrels, instead of the usual one.

Fresno, a city with a population of about 500,000, is located 160 miles southeast of San Francisco and is surrounded by farmland in the San Joaquin Valley.

"This was a senseless, violent act that affects our entire community," Mayor Ashley Swearengin said in a statement.

Dyer said police hope to determine a motive for the shooting.

TEST FOR DRUGS, ALCOHOL

Hadden said his office will perform a toxicology test on Jones and that he "very interested" in learning whether the shooter was using drugs or alcohol.

Jones reported for work before dawn and his coworkers noticed that he "did not appear to be himself," Dyer said. Jones was at the plant for more than three hours before opening fire with a handgun, Dyer said.

"It's difficult to say if there was a specific target that Jones was looking for," he said.

A representative for Valley Protein could not be reached for comment.

Jones worked at the plant for the past 14 months and had a criminal history dating to the 1990s, Dyer said. His past crimes included auto theft and home invasion robbery, Gross said.

A woman who works at the plant, but declined to give her name, told reporters in Spanish that she saw the gunman move from table to table at the plant as he opened fire.

"He didn't say anything," she said. "He just went in silently with his gun."

After the shooting, Janette Ramos stood outside the plant waiting for her daughter, an employee who eventually came outside and waved at her mom from beyond the police tape.

"Oh thank God," Ramos said, as she walked to her daughter.

The M998 High Mobility Multipurpose Wheeled Vehicle (HMMWV or Humvee) is a highly durable military motor vehicle. It has largely supplanted the role formerly served by the Jeep and other light trucks with the United States military, and is also used by a number of other countries and organizations.

Features
There are at least 17 variants of the HMMWV in service with the United States armed forces. HMMWV serve as cargo/troop carriers, automatic weapons platforms, ambulances (four litter patients or eight ambulatory patients), M220 TOW missile carriers, M119 howitzer prime movers, M-1097 Avenger Pedestal Mounted Stinger platforms, MRQ-12 direct air support vehicles, S250 shelter carriers among many others. It is capable of fording 2.5 ft (76 cm) normally, or 5 ft (1.5 m) with the deep-water fording kit installed.

Optional equipment includes a winch (maximum load capacity 6000 lb. (2700 kg)), and supplemental armor. The M1025 and M1043/M1044 armament carriers provide mounting and firing capabilities for the MK19 grenade launcher, the M2 machine gun, the M240G machine gun and M249 SAW. The newly introduced M1114 "up-armored" HMMWV also features a similar weapons mount. Recently, there is also a new type of the HMMWV introduced featuring a CROWS (crew served optical weapons station), which lets the machine gunner operate from inside the vehicle.

History
In the 1970s, the United States Army concluded that the militarized civilian trucks in use no longer satisfied their requirements. In 1977, Lamborghini developed the Cheetah model to attempt to meet Army contract specifications. In 1979, the Army drafted final specifications for a High Mobility Multipurpose Wheeled Vehicle, or HMMWV. In July of that year, AM General began preliminary design work, and less than a year later, the first prototype, the M998, was in testing.

In June 1981, the Army awarded AM General a contract for development of several more prototype vehicles to be delivered to the U.S. government for another series of tests, and the company was later awarded the initial production contract for 55,000 HMMWVs to be delivered in 1985. HMMWVs first saw combat in Operation Just Cause, the US invasion of Panama in 1989.

They have become the backbone of U.S. forces around the world. Over 10,000 were used during Operation Iraqi Freedom by U.S. forces as well as some other countries during the 2003 invasion of Iraq.

One US Humvee was captured by the Yugoslav Army during the Kosovo war and is currently on display in front of the Military Museum building on Kalemegdan Fortress Park, Belgrade, Serbia.

In Operation Iraqi Freedom, the Humvee has proved vulnerable to IED. As of early 2006, total losses were at 250 Humvees. One Humvee was destroyed in the 2006 Israel-Lebanon conflict killing the three IDF soldiers inside and led up to the two captured IDF soldiers, it was hit by a Hezbollah rocket propelled grenade

Usage in Iraq and political implications
The HMMWV has proven very vulnerable to light infantry weapons as far back as the Somalia intervention; in its defense, it was never designed to offer such protection. With the rise of asymmetric warfare and low-intensity conflicts, the HMMWV has found itself thrust into urban combat roles it was not originally intended for. Although the large variety of HMMWV types is a testament to the vehicle's adaptability to changing mission conditions, it was never designed to be an armored personnel carrier (APC).

As it is not an armored vehicle, HMMWVs are very vulnerable to rocket propelled grenades and offer the troops within little protection from small arms fire. Although there are several armor kits available for the vehicle which afford it greater protection from small-arms fire, these were not provided in great numbers to American forces in Iraq prior to the invasion. As a result of this, American soldiers and Marines often improvise extra armor layers with scrap materials (also known as "hillbilly armor") to improve the safety of the HMMWV. While "hardening" or "up-armoring" their vehicles with sandbags, metal, and plywood does make the vehicles arguably safer, it also slows them down. It has also been argued that hardening simply creates more shrapnel when attacked with an RPG or improvised explosive device. This extra hardening further hampered the ability of the M998 and M1025 due to the addition of excess weight which overloaded the suspension and drivetrain components of these HMMWVs. Performance issues due to the high center of gravity and extra weight of up-armoring kits increase the risk of sway and rollover. Unlike similar-size civilian cargo and tow trucks, which typically have dual rear wheels to reduce sway, the HMMWV has single rear wheels. The independent rear suspension coupled with the body design may preclude "dually" fitment which is the standard for solid-axle trucks of that weight range.

In response to the perceived vulnerability of HMMWVs operating in Iraq, the U.S. Department of Defense contracted AM General to make the M1114 Uparmored HMMWV. The M1114 has been in limited production since 1996 and had seen limited use in the Balkans before deployment to the Middle East. This design has a larger, more powerful engine with a turbocharger, air conditioning and a strengthened suspension and boasts a fully armored passenger area protected by hardened steel and bullet-proof glass. With the increase in direct attacks and guerilla warfare in Iraq AM General has diverted the majority of its manufacturing power to producing these vehicles.

In December 2004, Secretary of Defense Donald Rumsfeld came under criticism from U.S. soldiers and their families for not providing better equipped HMMWV. Rumsfeld pointed out that, prior to the war, armor kits were produced only in small numbers per year. As the role of American forces in Iraq changed from fighting the Iraqi Army to suppressing the guerrilla insurgency, armor kits were being manufactured as fast as additional production facilities could be brought online. Armor aggravates the severe inherent performance limitations of a light truck with independent suspension, but it does offer improved protection. Other countries experienced in urban war such as Russia and Israel rely on tracked armored personnel carriers, but the wheeled HMMWV fits current anti-track sentiment among Army senior leadership as exemplified by the Stryker and other wheeled systems.

Weaknesses
As an unarmoured vehicle it is vulnerable to about any weapon capable of hitting it. As a primary threat, RPG's can penetrate and thus completely annihilate an HMMWV. As a secondary threat, AK47-fire reportedly sometimes makes it to the inside, and is still capable of wounding passengers. This is mostly when the 7.62 mm bullets are fired from a short distance, and is also depending where exactly the vehicle is struck. Besides fire from foot-soldiers, it is also very vulnerable to road side bombs (IEDs and land mines), as proven in Iraq. The armor on most up-armored humvees holds up well against lateral (from the side) blasts when the blast is distributed in all different directions, but runs a greater risk of a mobility or catastrophic kill when struck by a blast from beneath. Also the person mounting the machine gun on the top of the vehicle is extremely vunerable to enemy fire.

Replacement
The US government is seeking a replacement for the AM General truck, and the U.S. Army's Tank and Automotive Command is currently refereeing a prototype competition. Navistar International and Lockheed Martin are participating, while AM General has not been selected. The Navistar entry is based on their International CXT line, and this truck has already been prototyped to replace the HMMWV for non-military use by the U.S. Department of Homeland Security, Department of Defense, and Border Patrol.

The Marine Corps is also looking into replacements for the HMMWV. The Office of Naval Research is funding Georgia Tech's ULTRA AP, a combat concept vehicle based on the F350 chassis, but with a radical "blast bucket" passenger compartment, and Ultra 3T, a project with more advanced (but unproven) technologies.

Humvee replicas
Due to the popularity of the Humvee, there have been kits produced for building a humvee-replica yourself. The kits do not allow you to build a humvee from scratch (kitcar), they do allow you to rebuild a sedan to a humvee-lookalike, alternatively one can also just buy a preconstructed (or turnkey) wombat. Various kits probably exist, but the most famous is the "Wombat" (-or previous HummBug). The former vehicle can be purchased for $18,000.00, considerably cheaper than the actual Humvee ($56,400.00), or Hummer.
