Extending French reactors would cost least -report (Reuters)

PARIS (Reuters) ? France's EDF expects extending the life of its nuclear plants to cost up to 860 million euros ($1.1 billion) per reactor, making this the cheapest option for providing power to 2040, according to a draft government report leaked to media.

By comparison, building a new-generation reactor such as Areva's 1,600 megawatt reactor would cost roughly 5 billion euros.

The draft report, published on the French news website Mediapart, finds that extending the lifetime of France's 58 reactors would also be a cheaper investment option to 2035-2040 than building any type of new power plant.

The report is likely to fuel a heated debate on the issue of France's dependence on nuclear power three months ahead of the presidential election.

Commissioned by the government in October 2011, the report will assess possible energy scenarios for France until 2050 and is due to be published in its final form on February 13. A government spokeswoman said it was no way near being finalized.

While the ruling UMP party plans to maintain the country's nuclear share of 75 percent in the electricity mix, the highest in the world, socialist candidate Francois Hollande said he would bring down that share to 50 percent by 2025.

Extending the lifetime of France's nuclear plants would cost 680 million to 860 million euros per reactor, including additional investment to upgrade safety measures requested by the French nuclear safety regulator (ASN) following Japan's Fukushima disaster, the draft said.

French nuclear power operator EDF will need to install flood-proof diesel generators and bunkered remote back-up control rooms at its 19 plants across the country or else face having to shut down some of its 58 reactors, the ASN said earlier this month.

EDF estimated the work would cost close to 10 billion euros.

By comparison, the immediate closure of France's oldest nuclear power plant, Fessenheim in eastern France, would mean a loss of 1.1 billion euros for EDF over the next eight years, rising to 3 billion euros by 2040.

Hollande, currently favorite in the polls, has vowed to shut it down in the next five years if he is elected in May 2012.

If the share of nuclear power in the electricity mix falls to 50 percent, this would shave 0.6 percent off France's GDP by 2030 because of higher electricity prices.

The report also showed nuclear reactor manufacturer Areva had the capacity to produce two EPR reactors per year. ($1 = 0.7625 euros)

(AP) ? Defending champion Novak Djokovic beat fifth-ranked David Ferrer 6-4, 7-6 (4), 6-1 on Wednesday night to complete an Australian Open semifinal lineup featuring the top four men in tennis.

No. 1 Djokovic appeared to be ailing in the second set against Ferrer but held it together to set up a semifinal against No. 4 Andy Murray on Friday, a rematch of the 2011 Australian final.

On Thursday, No. 2 Rafael Nadal will play No. 3 Roger Federer, who has won four of his 16 Grand Slam titles at Melbourne Park.

Euro zone may yet escape recession as services jump: PMIs (Reuters)

LONDON (Reuters) ? The euro zone may yet escape recession thanks to a surprise upturn in the service sector that outweighed the ongoing contraction in manufacturing this month, surveys showed on Tuesday.

Markit's Flash Eurozone Purchasing Managers' Composite Index (PMI), often seen as a growth indicator, jumped to 50.4 from December's 48.3, its highest reading in four months.

That easily beat the highest forecast of 49.5 in a Reuters poll, which gave a median prediction of 48.5.

"The index seems to have bottomed out in October and we've had three months of improvement. Three months we see as a turning point signal, and we are beginning to get a bit more confident," said Chris Williamson, chief economist at data provider Markit.

"So it may not be a recession in the euro zone but a very brief period of decline."

A Reuters poll last week predicted the euro zone would wallow in a mild recession until the second half of this year and shrink in 2012 by around 0.3 percent.

But some of the recent growth was spurred by reducing backlogs of work, with the composite sub-index remaining below 50 at 47.2, albeit up slightly from December's 46.4.

Firms were also forced to cut prices for the second month to drum up business, despite input costs rising.

In a worrying sign for policymakers, the big two economies of Germany and France supported growth in the bloc, the rest of which remained firmly in contraction territory, Markit said.

Earlier data from Germany, the backbone of the bloc, showed its service sector expanded at its fastest pace in seven months - far quicker than expected - while manufacturing activity increased for the first time in four months.

France's service sector grew at its fastest pace since August, but factory sector activity declined for the sixth straight month.

SERVICES BOOST

The service sector PMI rose to 50.5 this month from 48.8 in December, the first time it has been above the 50 mark that divides growth from contraction since last August.

That beat both the median prediction of 49.0 and the highest forecast of 50.0 in a Reuters poll.

The manufacturing PMI came in at 48.7, above December's 46.9 and also beating both the top-end forecast and a median prediction for 47.3 in a Reuters poll.

Factory output held steady this month, with the index at 50.0, considerably higher than December's 47.1.

Despite the continued contraction, factories took on extra workers this month. The jobs sub-index rose to 50.5 from 49.9, but service sector firms reduced their workforce as they battled to rein in costs.

Official data showed the unemployment rate held steady at 10.3 percent in November but a Reuters poll predicts it will rise this year.

OPTIMISTIC

Services firms, ranging from banks to hotels, grew more optimistic about the future with the business expectations index jumping to 56.0 this month from December's 53.6, the highest reading since August.

"We saw companies more confident in the outlook that they think the euro zone's crisis may be coming to some sort of conclusion with some deal-making on Greek bonds in particular," Williamson said.

The bloc has struggled as the debt crisis that began in Greece over two years ago has raged on, threatening to rip the currency union apart, while it has also been hurt by a global economic slowdown.

But France and Germany said on Monday that a deal with private sector investors to reduce Greece's debt burden was "taking shape" although Athens needed to stick to its reform promises to secure a new EU/IMF program it needs to avoid default by March.

When she wasn't playing with exotic animals during Monday's (January 23) show, Kelly Ripa's latest "Live!" co-host, Kim Kardashian, opened up about her much-publicized split from Kris Humphries, her husband of 72 days.

"I didn't think following my heart would create this much backlash," she said, sitting next to Ripa in a skin-tight red dress. The reality starlet continued that despite reports that she married the basketball player for publicity, she was in it for the long haul.

"I definitely tried everything I felt like I could ... I want babies. I want forever love," she said. "I just felt like, you know, if I feel in my heart that this isn't right, then why wait years to have the same result?"

The Kris/Kim relationship and its demise are currently playing out in front of America on E!'s "Kourtney & Kim Take New York." Admitting that shortly after the split she did some "soul-searching," she added that these days she's had to readjust her ideas on true love. "I really learned that I just need to rewrite my fairy tale," she said.

"Me being a hopeless romantic, I wanted it to work so badly," Kardashian said. "If this was a business decision ... I'm a smart businesswoman. I would have stayed married longer! This was a bad business decision!"

On the same day that Kim opened up about her own split, Heidi Klum and Seal announced that they'd be splitting after seven years of marriage. What's Kim's advice for them in the wake of their own very public split?

"It's so sad," she said. "I would never wish anyone to go through a divorce, but then again after what I went through, you don't really know until you're in this person's shoes ... When I see other people when I might not understand their situation, now I really just step back because you don't really know what they're going through."

Organic Milk vs. Regular Milk: Which Tastes Better?

Milk, it does a body good. At least that is what the ads have been telling us since the 80s and 90s, if not earlier. And this is still ingrained in most of our minds as being true. But when those commercials first aired there were not as many options for milk as there are today.

Twenty years ago your choices were predominately regular, a reduced fat variety or nonfat. But today picking a gallon of milk from the plethora of choices can stop you in your tracks and make you wonder: which milk will do your body good?

Making that milk selection is not just about being calorie conscious anymore; the choice also deals with allergy or dietary considerations and can even come down to an ethical decision for some. One of the more predominant choices available now is the option for organic milk. And while we know that there is a real difference between organic and regular, we also know there is a pretty steep hike in price? And so, we at Kitchen Daily wanted to know: is the difference between organic and regular milk one you can taste? And if so, which tastes better? Our team of editors conducted a taste test to find out.

Before we get to the results, here are some regulation differences between organic and regular milk:

Organic vs. Regular

Antibiotics. If an organic dairy cow needs to be treated with an antibiotic, they are not allowed back into the herd until after 12 months of being certified as antibiotic free. Non-organic dairy cows can be returned back to the herd as soon as they get those results.

Pasture feeding. According to regulations, organic cows must have access to pasture feeding. The terms for this are vague; the amount of time a dairy cow spends on the pasture is unknown and most likely varies according to the size of the farm.

Recombinant Bovine Growth Hormone (rBGH). Organic cows are not allowed rBGH injections. This hormone is commonly used to enhance milk production in regular dairy cows. The worry with BGH is that cows injected with this hormone will produce additional Insulin Growth factor, which may cause illnesses in humans if ingested excessively

Pesticides. While regular dairy cows do not have regulations on whether their feed can be treated with pesticides, organic cows do.

The Verdict:

Twenty four editors blind-tasted the two milks, side by side, and...

  • 53 percent of our tasters were able to clearly identify which milk was organic.
  • 56 percent of our tasters preferred organic milk to regular milk

Here's what our tasters thought:

Organic Milk: "Has a neutral, thirst-quenching flavor." "Has a richer flavor." "Tasted thicker." "Sweeter." "Has an odd taste." "Tastes smoother, creamier."

Regular Milk: "Has a bit richer taste." "Tastes more watery." "Has a more complex flavor." "Has a slightly plastic taste." "Slightly less sour." "Waterier."

Both: "Both Good." "Milky Tasting." "Organic doesn't have as strong of a flavor as regular." "I can't tell the difference." "Yup, they both taste like milk." "They taste more or less exactly the same."

In Summary: There is not a huge taste difference between organic milk compared to regular milk -- though there was a slight preference toward organic. One could assume that those who spend the extra bucks for organic milk do so because of the regulations surrounding it -- more so than for its flavor.

Zimbabwe state airline faces liquidation (AP)

HARARE, Zimbabwe ? State media says Zimbabwe's ailing national airline has been put under judicial management ahead of its likely liquidation.

The Sunday Mail reported on Sunday that the High Court in Harare appointed an executive of a top independent accounting firm to takes charge of Air Zimbabwe, sweeping aside all powers of the board of directors.

It said the court order Friday followed claims by pilots and employees for unpaid income and allowances of up to $35 million dating back to January 2009.

Last month the former colonial-era airline, founded in 1964, paid $1.2 million to release an aircraft impounded over debts in Britain. It owes $140 million to its creditors and has now grounded all but some domestic flights.

Texas formally introduces Japanese pitcher Darvish (AP)

ARLINGTON, Texas ? Yu Darvish has been formally introduced by the Texas Rangers.

In a Friday night news conference at Rangers Ballpark, which was broadcast live in Darvish's homeland in Japan where it was Saturday morning, the 25-year-old right-hander was presented his No. 11 Texas jersey.

Darvish says the Rangers made him feel like family when he made his first visit to Texas two weeks ago. He says their passion made him feel strongly toward the team.

Rangers general manager Jon Daniels says while the two-time defending American League champions have had a lot of big moments on the field, there haven't been many bigger off-the-field moments in team history than the signing of Darvish.

The introduction came two days after Darvish and the Rangers agreed to a six-year contract.

High court throws out Texas electoral maps (AP)

WASHINGTON ? The Supreme Court handed Texas Republicans a partial victory Friday, tossing a court-drawn electoral redistricting plan that favored minorities and Democrats but leaving the future of the state's political maps - and possibly control of the U.S. House - in the hands of two federal courts with Texas' April primaries looming.

In a unanimous decision, the Supreme Court ordered a three-judge court in San Antonio to craft a new map that pays more deference to one originally drawn up by Texas' GOP-led Legislature. The immediate effect was to scrap the interim map the San Antonio court drafted that would have favored Democrats to pick up four new congressional seats Texas will add in 2012.

Republicans, led by Texas Attorney General Greg Abbott, heralded the ruling as a clear victory for the state.

"The Court made clear in a strongly worded opinion that the district court must give deference to elected leaders of this state, and it's clear by the Supreme Court ruling that the district court abandoned these guiding principles," he said in statement.

But the Supreme Court didn't go as far as Texas wanted, which was to implement the maps the Legislature drew for this year's election. Doing so would have rewritten existing election law as well as the Voting Rights Act. Only Justice Clarence Thomas said he would have gone that far.

Still, the outcome appeared to favor Republicans by instructing the judges to stick more closely to what the Legislature did, said election law expert Richard Hasen, a professor at the University of California, Irvine, law school.

After the 2012 election, Texas will have 36 seats in the next Congress, a gain of four seats. Under the map initially drawn by the San Antonio court and thrown out on Friday, Democrats would have been favored in three or four new seats. The GOP holds 23 of the current 32 seats.

In its decision, the Supreme Court said the San Antonio judges particularly erred in altering the borders of legislative and congressional districts in areas of the state where the allegation that the Legislature's map discriminated doesn't apply.

Although Republicans were quick to say Friday's decision will benefit them, Democrats and minority groups said that's not so.

Jose Garza, who argued on behalf of minority groups and Texas Democrats at the Supreme Court, said Abbott, the Texas attorney general, is "celebrating too early." Garza said he expects the new maps drawn by the San Antonio court to look very similar to the ones rejected Friday.

Garza said he interpreted the Supreme Court's ruling, in part, as a call for the San Antonio court to better explain its decisions.

Others involved in legal efforts opposing the Legislature's map echoed Garza.

"This is not a victory for Texas," said Nina Perales, a lawyer for the Mexican American Legal Defense and Education Fund, one of several groups involved in legal efforts to throw out the Legislature's map. "They wanted their unprecedented maps in place, and Texas hasn't been allowed to do that."

Perales said she expected the Supreme Court to remand a decision on the maps to the San Antonio court and said she was confident that minority groups would be protected even if the new baseline for creating a map was the Legislature's original draft.

Texas State Sen. Wendy Davis, said Friday that she saw the decision bolstering the judge's decision to make changes to her Fort Worth-based district. Davis filed a lawsuit against the state Senate plan after her district was carved into three pieces, splitting Latino and African-American voters.

Beyond the jousting about how to interpret Friday's ruling was a reality that the electoral battlegrounds in Texas will remain hazy for the foreseeable future. Both Democrats and Republicans see Texas as potentially key for control of the U.S. House, but until the new maps are in place, neither side will have a clear sense of how it might fair in the state.

The Supreme Court didn't set a deadline for the San Antonio court to produce an acceptable map, but the clock is ticking toward Texas' scheduled April 3 primaries. The primaries have already been pushed back from March 6, and both parties expect the date to be pushed back again ? a prospect causing consternation among Republican leaders who worry the GOP presidential race will be decided before Texas votes.

Meanwhile, a separate three-judge federal court panel in Washington heard testimony this week about whether the map drawn by the Texas Legislature violated the federal Voting Rights Act, which requires states with a history of discrimination to get advance approval before changing the way they conduct elections. That proceeding will continue next week, with closing arguments set for February. With thousands of documents and dozens of hours of testimony to consider, a decision from that panel could be months away but could also affect the composition of Texas' maps.

The legal battle over Texas' maps was prompted by the results of the 2010 census, which found that Texas added more than 4 million residents since 2000, most of them Latinos and African-Americans. Minority groups and Democrats have maintained that they are being denied deserved voting power by GOP lawmakers seeking maximize electoral gains.

Esiason also agrees that, despite what the Jets say publicly, they?re privately considering their options for upgrading the position.? And they?ll be interested in Peyton Manning, if he?s available.

?If Peyton is able to play and the new General Manager [in Indianapolis] and whoever they hire to run that team out there decides to go without Peyton Manning, then I?m sure that the Jets will be sniffing around,? Esiason said.? ?Because that?s what the Jets do.? They?re trying to find their Tom Brady.? They?re trying to find their Aaron Rodgers.? And I don?t think, in their mind, they think that they feel like they?ve found the kid.?

Esiason is right.? And the sooner the Jets acknowledge publicly what they?re realizing privately, the closer they?ll be toward become the team they so badly want to be.

A dirt road near the northeastern village of Sreberna has been converted into a beginner ski runway.
The idea for the facility occurred to Georgi Ivanov, Mayor of Srebarna.
"I want tourists to come to Sreberna in winter too, and there are many people who travel long distances to practice the sport," Ivanov said, as cited by Radio Shumen.

College football: Washington purges defensive coaches

Washington defensive coordinator Nick Holt and two other defensive assistants have been fired two days after the worst defensive performance in Washington history against Baylor in the Alamo Bowl.

The school announced the firing of Holt, linebackers coach Mike Cox and safeties coach Jeff Mills on Saturday. The university says all three had contracts for the 2012 season that will be honored. Holt is to make $650,000.

Washington?s 2011 defense was the worst in school history statistically, capped by giving up 67 points and 777 yards to Baylor in a 67-56 loss in the Alamo Bowl.

Holt has been criticized because of Washington?s defensive decline and the large salary that accompanied his arrival from Southern California before the 2009 season.

Spurrier near record

Steve Spurrier is one of two football coaches to win 10 games in a season at South Carolina. With a victory against Nebraska on Monday in the Capital One Bowl, he would become the first to win 11 games at a school that has been playing football for 118 seasons.

?We probably mention it every other word, ?Get the 11th win, get the 11th win,?? spur Damario Jeffery said. ?That?s all we talk about right now. We really want it real bad. [Spurrier] probably wants it more than anybody else. That?ll be a great thing for his legacy to say he turned the program around.?

(WWNO) - Greater New Orleans Incorporated President Michael Hecht says the Sugar Bowl and other upcoming sports events are expected to generate $400 million to the local economy.
"Everybody, you know, thinks about the $400 million that's going to be spent right up front. But from my perspective, I would actually even forgo that immediate impact if I knew there was going to be as significant of a long-term brand impact - as, for example, we saw from the Saints' run on the Super Bowl. That, long term, is incredibly important and money - even if we could afford it, couldn't buy it."
Hecht says the city has an opportunity to present itself as capable of producing major events, and in a culturally enticing atmosphere. He's most concerned about the city making a good impression on business leaders in the audience.
"That's actually incredibly important when we're trying to sell individuals - not only on the business case for moving their business to New Orleans - but also the lifestyle case. So from an economic development perspective, we think actually the long-term brand impact of these events is as important if not more important than the immediate benefit of the hundreds of millions of dollars that's spent."
Hecht says at least 160-thousand visitors are expected for upcoming major sporting events - and then there's Mardi Gras.

The binding of proteins to various substrates in a biological system is a basic but essential process to maintain the function of living things. The mechanisms underlying protein binding have been the focus of theoretical and experimental research for many years. Many mechanisms have been proposed and characterized, including "lock and key", "induced fit", "population shift" and "fly-casting". The recently discovered "fly-casting" mechanism allows a protein chain to unfold and extend to reach substrates a long distance away from the protein. This mechanism compensates for diffusive entropy by enlarging the "capture radius" of binding process, and consequently accelerates the binding process.

Based on a theoretical model of fly-casting binding, Dr. Chang and colleagues found that temperature, an important component of the entropic term in free energy, influences the capture radius of fly-casting binding. Their results indicate that the transition temperature of protein folding and unfolding is the most suitable condition for fly-casting binding, since the capture radius is greatest at that temperature. Their work, entitled "Influence of temperature and diffusive entropy on the capture radius of fly-casting binding", was published in SCIENCE CHINA Physics, Mechanics & Astronomy, 2011, 54(12).

According to their theory, free energy contains two components. One is related to protein folding and binding, and the other is related to the diffusion of a protein in space. During binding, the first component of free energy decreases as the protein approaches the specific substrate, while the second component increases. The points at which the two free energy curves crosses defines the capture radius for protein binding. These free energy curves agree with those derived from molecular dynamic simulations.

The capture radius of fly-casting binding could be affected by many factors, including protein binding affinity and limitations of protein folding. Their theory, which introduces a term for diffusive entropy, indicates that environmental temperature, an important entropic factor, also influences the capture radius. The maximum capture radius is obtained at the transition temperature between folding and unfolding. The results represent a balance between the energetic and entropic terms in the free energy function. Their theory and results provide a valuable reference for future research on protein binding.
